Resume a campaign

POST /campaigns/{id}/resume

Sets a paused campaign back to active; any other status returns 409 conflict (use start instead). Re-checks the billing lock (402 billing_locked) and your monthly campaign send limit (returns 402 payment_required if exhausted) but does not re-run the full start readiness checks.
